The Capability Acceptance Process (CAP), led by the Transportation Security Administration (TSA), is the formal pathway to accelerate the implementation of approved security technologies for operational deployment.

The TSA Capability Acceptance Process (CAP) is a formal pathway through which airports, airlines, and other security partners can procure and transfer security equipment and services to the Transportation Security Administration (TSA).
Developed by TSA’s Acquisition Program Management (APM) office, the CAP provides a structured, repeatable framework for evaluating and accepting offers of capability, including Transportation Security Equipment (TSE), from industry stakeholders.
The CAP operates within DHS and TSA acquisition rules, giving stakeholders a clear, compliant route to contribute capability to TSA operations.
Traditional security screening requires an officer to manually review every single bag, hundreds per hour, thousands per shift. The vast majority are harmless, and that constant volume erodes focus precisely when it matters most. Image on Alarm Only (IOAO) changes this. Certified AI algorithms automatically clear safe bags in real time, bringing the human operator in only when a potential threat is detected. The result is faster throughput, reduced fatigue, and sharper decision-making at the moments that count without removing the human from the process.
The CAP follows five steps across three phases:
Phase 1: Evaluation TSA reviews the initial request, assesses the business case, and if approved, formalizes intent through a Memorandum of Understanding with the stakeholder.
Phase 2: Preparation, TSA, and the stakeholders coordinate all pre-implementation activities, including procurement, site preparation, installation, and acceptance testing.
Phase 3: Implementation. The capability is formally transferred from the stakeholder to TSA, completed through an Offer Letter and Acceptance Letter.
The CAP is objective and consistent; every submission goes through the same evaluation process.
